Quick post: How to get your outlook.com address
Visually:
Click on the cog to the left of your name.
Click on “More mail settings.”
Click on “Create a Outlook alias.”
Fill out the form and cross your fingers!!

I just went to http://www.outlook.com and registered a new account with them.
I tried that at first, but it wanted me to choose either hotmail or live, with no option for an @outlook.com, so I backed out, logged in with my @hotmail.com and hunted for this option.
The comments on the Gizmodo article about this also seem to be hit or miss, with some folks able to get it right off, others having to do what I did.
